By now we Dutch are visa-exempt for 30 days, so it is a while I had to use the stopover scheme, but I assume this rule of same city/region only still holds. Double check if overland is allowed and if not get a visa on the double to be sure. Or ditch the overland journey in China mainland and buy a Peking-Taipe ticket. If overland is allowed you probably are fine due to the Shenzen-Taipe ticket flying you out of China.
