I have serious doubts if this it going to work. You travel overland from Peking to Shenzen - that is 1000s of kilometers. The 2 times I used transit without visa the conditions were super-clear: fly in and leave from the SAME CITY from and to different countries. You can't have an overland stretch in between. By now we Dutch are visa-exempt for 30 days, so it is a while I had to use the stopover scheme, but I assume this rule of same city/region only still holds. Double check if overland is allowed and if not get a visa on the double to be sure. Or ditch the overland journey in China mainland and buy a Peking-Taipe ticket. If overland is allowed you probably are fine due to the Shenzen-Taipe ticket flying you out of China. One time when I used the waiver I flew AMS-BKK and CAN AMS on the same ticket with a BKK-CAN flight on another airline. That was fine and essentially a similar open jaws (but then flying return from China, not into China) as you have.

Edit - I am likely wrong on the same city clause. It seems indeed that they relaxed rules and that you can currently travel overland and hence go into and outside China from different regions. So in that case I would say you are fine.
