If Person2 (Auth user) travels and buys a cash ticket with person2's card (auth user), do they get a free bag?
Of person2 (auth user) travels buys a cash ticket with Person1's card (Primary member) do they get a free bag? They hold an Auth user card.
For purposes of this discussion, tickets can be purchased while logged out so I assume who actually purchases doesn't matter and only the payment material and ticketed passenger is relevant.

The primary cardholder is the person who applied for the card, so person 1 in your case. An authorized user is someone the primary cardholder had added as a user to their credit card account and requested an additional card for, so person 2 in your case. Any person the primary user has requested a card for is by definition an authorized user as thst is what the primary agreed to when adding them to the account. In what way is the following statement unclear that either one of the two will get the free bag benefit as long as they are traveling?
What if a primary cardholder bought the ticket, but someone else is traveling.
An eligible primary cardholder, authorized user or joint cardholder of the card must be traveling to qualify for the first checked bag free benefit
