Let's break it apart into the several questions then.
1. As noted by many, European carriers have a dynamic business class, where the curtain moves defining where J ends and Y+ begins according to sales of J. It would make sense to start filling J seats in the first rows than 11-12 (exit rows), but I have not seen this happen.
2. I have never seen or even heard of row 1 being classified as an exit row - FA's are there in jump seats to operate the doors in an emergency. It makes me wonder if the rows shown above are actually 11 and 12.
3. What is "WC row" in the above seat selection map? Water closet?
