if she hasn't decided whether to take her husband's name yet, then the obvious answer is to book the ticket in her (current) name.
Even if she will be taking his name, but hasn't changed any documentation yet (driver's license, passport, frequent flyer card!!!) you may be better off with a ticket in her current name.
However, if you are going to book it in her husband's name, then absolutely make sure that she carries the marriage certificate/license with them. They should have it with them regardless, if they are planning on claiming any sort of "newlywed" offers/discounts at hotels/resorts for example.
