I've narrowed it down to the use of eVouchers (I have two due to a broken First seat that wouldn't recline at all on a previous flight). At first I thought it was because I was trying to stack the AARP and Chase discount since I've had issues before with that so gave up on AARP and tried directly, but after trying 3 browsers (clearing all cookies) and removing each discount (aarp, chase, evouchers) one by one I can get to the payment page with every combination so as long as I don't use my eVoucher. Is this a known issue using eVouchers? Any idea on workarounds, seems pretty crappy that the use of what was a service recovery voucher isn't usable. I will note that the eVoucher is in GBP, I am in the US and the site when I apply it does convert the GBP (700) to USD (922) so not sure if that is an issue

To add extra fun, I just got an email that "Your flight to London is waiting" with a book now button so figured why not give that a go...that brings me to a page with "Your payment is in progress. Please don't refresh the page or click the back button. " which just sits there with a progress bar going back and forth, mind you I've not given them any payment details since the website errored out before asking for that...
As you've found out the BA website is appalling for doing anything apart from a very simple point-to-point booking to/from London using card payments (for example after many years it's still not possible to book an upgrade voucher booking from any regional airports in the UK as it can't cope with the mix of 2 and 3-class service!). I'm afraid the only solution I can think of is to call BA and get the call centre to manually process things - if it's generated any sort of booking reference (without an eTicket attached) then that will potentially speed things up but it sounds like you've already tried all the sensible things such as different browsers/clearing cookies.
