United refunded the travel agency the cost of the original Basic Economy Ticket. United informed us that there is no refund on the ticket for the upgrade to Economy. The fee to change from BE to regular economy does not become part of the fare and is not refundable; otherwise, that would defeat the purpose of having a non-changeable Basic Economy in the first place.
