UA seems to have a new approach of simply not opening PZ space late in the game - even in open flights. Have a look (for example) at Australia-USA flights. I now (often) see them leave with empty seats in J and no PZ space ever offered.
The goal posts have officially been moved IMHO. Interested in others' opinions. I'm sure the "IM guys" have done their homework and think this is a $$ preferred model, but I can tell you that it pushes me away from UA to look for reasonable full fare elsewhere. UA currently gets at least my W or sometimes PE ticket with the knowledge that I could shop for PZ space from there. Moving away from that approach now...

I think the PZ space is just opening and closing immediately - upgrades are clearing, though maybe very late (friend was on recent SFO-Syd where the cleared maybe 14 upgrades at gate … and then still had room for some non-revs)
