Quite a number of the 6C checks are performed by third-party MROs including HAECO, GAMECO, and LH Technik in MNL. EK seems content with performing all of their retrofits in-house, rather than outsourcing to these providers.
As to why the few aircraft undergoing 6C checks performed in-house don't get retrofitted, I would hazard a guess that it's due to supply chain constraints. I recall hearing that interior pieces have been extremely hard to source.
