It's not up to AMEX, it's set by the property.

$30 per person is pretty common in NYC, including at MO, where you can't get breakfast for two for under $120. I do agree AMEX should set a meaningful floor, which would be at least $50 or $60 pp in NYC.

IME, it's only US properties that play this dollar credit game.
