I don't think they will just randomly start denying them, but to your point they could start adding them to the exclusion list in the future. I feel like them changing the workflow to explain the pend by default isn't an indicator that they intend to make them ineligible in the future, but maybe I'm overlooking some big problem this is causing for them.
Personally, I worry they'll look more to close up some of the offer stacking... Contractually they don't have to pay a commission to Cartera on any sale that they're already paying a commission to another agency or vendor on. Some merchants reconcile the post-sale commissions like CC or PayPal offers back into the database and then do clawbacks on either the higher commission, or the easiest one to cancel (which is often Cartera). In the past, I don't remember their being so many different agencies that gc.com floated offers with simultaneously, so the risk/reward was a lot lower to try to police them, but I feel like if they're going to have so many different channels promoting them at the same time, the value proposition on auditing is growing.
This is my personal flavor of paranoia, running on a parallel track to the denied/exclusion concerns.
