They shouldn't offer 4x points then, if they don't atually want to give it. IMO, they obviously have points multipliers in place for certain categories to incentivize spend on the card.
erm they didnt offer 4x. they offered 4x for booking directly with hotels, not booking.com, which is where OP's spend is, and why i said they wont miss it
