$20k spend currently gives you 5 PR's. 80k SQC ($20k x 4) gives you 4. So 1 fewer. If you requalify for SE you can earn 6 in total vs 5 today at the minimum spend (which is greater of course, so maybe "equal").

The bonus SQC after reaching SE also seems a little strange, unless it makes you hit the next PR threshold.
