I'm not sure what you mean by saying that it's not valid. The hotel can do what it wants. I once spoke with a GM about a discounted prepaid rate for 150 nights, -- he was fine with the idea and offered me a discounted rate. Basically, the hotel accounts for it as a prepayment/deposit against the ultimate folio.
And if tax or expense fraud is one's thing, there are lots of ways to accomplish it better than a prepaid rate discount.
