That an individual traveller arranges an itinerary like this to save (often a lot of) money is fine. That a travel agent books this for a customer is not. The lesson learned would be to make sure LHR is a ticketed stopover (>24 hours) rather than the final destination.
How is ok for an individual to do it but not a travel agent? either it is ok or it is not ok , surely?
