If you are 50K or above, then you can access it as an arrival lounge. Ordinarily arrival access is restricted to MLL only and not cafe, but the cafe is currently acting as the MLL.

J ticket does not give arrivals lounge access (outside of the arrivals lounge in LHR) on it's own. And a TB departing J ticket will not allow entry into the Dom MLL or Cafe.
