I don't think they could change GOT, there's no separate passageway from the gate to passport control that could stop one from turning around and re-boarding.
I am sure at one point there was something happening where folks were bussed to some other point which made a b2b more tricky. I think that was due to work at the time so perhaps unlikely now.
