From personal experience, especially renting from DEN and driving up/down the mtns (I-70 to Frisco, Vail and onwards), none of the rental car companies (and I've basically used all of them in DEN) that I've rented through over the past 2+ decades have proper snow/winter tires, and even 4WD SUVs that I've rented couldn't cope in a snowstorm (on all season tires) up in the mtns. Vail pass and the drive along the Silver Plume /Georgetown area can be really tricky and downright dangerous in a snowstorm. Like others mentioned above, tires are key. I've had much better traction and driving in winter conditions in a 2WD car with winter tires over many high end SUVs 4WD on all seasons.
Plus this is Hertz, which routinely rents out vehicles with bad tires. And it's an EV, which is a recipe for disaster.
