One city has over 5 million passengers, the other has nearly 3 million. They've decided to cut way back on the 5 million one and increase the 3 million one. Seems the plan.
Clicking through to the source BTS data, looking at apples to apples (August 2024-July 2025), SFO is 3.135 million, SAN 2.921. So subtract some from SFO due to reduced service and add more to SAN and you get SAN bigger than SFO in 2026.
