I think those requirements are more just a adjustment based on what they have been allowing. I have flown over 200 VA flights, and only seen them weigh carry-ons twice. Both times they did not weigh my carry-ons, just the ones that looked obviously out-of-spec.

If you have a suitcase that fits the dimensions and a backpack / laptop carrier that doesn't look massive, you'll be fine.
