Yes. The one annual visit for non-Chase Priority Pass is presumably part of the agreement between Chase and the lounge operator (which is owned by the company that also owns PP) and likely does not impose additional costs on other institutions offering PP. I'm not aware of anyone that has excluded the one annual Chase lounge entry.
