Yes, you can.
If you don't need the sign up bonus, don't want a hard credit pull, and worried about exceeding 5/24, you could just ask Chase to downgrade, and they would refund the difference in annual fee.
Otherwise, you can apply for new card via referral link, qualify and spend for sign up bonus, and then cancel the Quest immediately thereafter.
