The bolded part may be the issue. It looks like the correct procedure was not followed here and the agent may have realized that. BA rebooking guidelines say that "When these guidelines are applied, no approval is required from BA Trade Helpdesk." If a seat in F exists on the alternative flight of your preference, it should be yours and the agent should just process the re-issue. Even if the agent messed up it should not fall on you to fix. Perhaps you could clarify with them what is it that requires BA's approval?
I did the same thing last year. GUF was applied and F seats confirmed at time of booking. No need for me to contact anyone. Only difference was that both upgraded TATLs were on BA metal. Schedule change came through and ticket was validated immediately, or at least same day. Funnily enough, after schedule change winded up booking the outbound in AA metal with no issue.
I’ve asked what the deal is yesterday. Not heard back yet. Suspect there may be some fibbing going on as the shut down malarkey doesn’t seem like a reasonable explanation.
