Yes, according to written published Finnair guidelines, cash upgrades are as counted as extra servicies that provide you with avios and tier points.

The double avios/tier point included all extra services provided.

So, at least from what I can tell, if you do not get double tier points from a cash business upgrade, then you have clear grounds for complaints and/or lawsuits.
