Yes, in the past IB agents have also created a new separate IB PNR and reissued the ticket on IB ticket stock (despite being an BA Avios ticket) when "stranded" in MAD due to IRROPS.

If you have received the itinerary by email from "Travel Document" generated in Amadeus by the agent doing the rebooking, you will see the 5 letter IB PNR No and the 6 digits/letter Amadeus PNR No. It was only after receiving this email it became clear to me that the agent had created a new IB PNR rather than rebooking the exisiting.
