In my experience I have not had to pay excess with BA but have with VS which is why I was asking.
Expressing sentiment in the way some people have to my question makes me feel more reluctant to ask questions in the future.
This is a touchy subject and you are certainly right that there is a great inconsistency over how and when airlines enforce the rules. Unfortunately many people get upset when the airline does enforce the rules I have lost count of the number of times I have heard people ranting the same bag and weight was not charged excess or allowed in the cabin on the outward trip.
