How does the hotel know that it is supposed to provide these benefits?

Just a quick note: There are many Edit hotels that do not feature this entire list of benefits.
In my research to see if the CSR still makes sense for me, coming across many Edit hotels that do not include breakfast. Noticed some do not include Welcome Amenity.

This seems to be a very hotel-by-hotel situation, not consistent.
