Yes, this qualifies for EC261. The inbound is 3 hours late causing the delay on your outbound to FRA.
Now the inbound from FRA was delayed due to "DELAY MANDATORY SECURITY. DELAY COMMERCIAL PUBLICITY/PASSENGER CONVENIENCE, VIP". I don't know how to decipher that but to me it sounds like that is within the airlines control if they delayed it for passenger convenience. 3 hours is quite a lot though and with UA being their major partner in the USA then LH could have easily rebooked misconnecting passengers on any other flight through a UA hub including SFO/ORD/EWR/IAD/IAH/DEN/etc. most of which LH itself flies to as well.

Given this is in the Lufthansa forum I'd *assume* this is LH operated LAX-FRA. In that case it 100% qualifies for EC261.
