At the end of the day a baggage allowance is exactly that, it’s there for a reason and that reason is safety. If every passenger was waved through an excess 8 kg, the aircraft would be hundreds of kg overweight, unknown to the flight crew……that’s not SAFE at all, sorry suck it up and pay the excess or repack.
