If you want to take advantage of the Amex voucher on both legs, they will need to be joined. Whether that is done by an agent when you ring up to book a return or whether it is done by an agent ringing some other time to link the two one way bookings and return your Avios I don't think makes much difference. Whatever is easiest for you.
If not using the voucher there is a good argument for booking two one ways for flexibility.
