First time (non) Flyer, Refund info please

My wife and I were booked, through CX business class, on a YOW-YYZ(AirCanada)-YYZ-HKG-HKG-HND return NRT-HKG-YYZ-YOW(AC) trip to join a cruise in Tokyo. We flew the first leg to catch the 0150 CX829 flight. The flight kept getting delayed in 30 minute blocks until around 0515 when we were told it would not be leaving. We were give hotel and meal vouchers and told to pickup our baggage and standby for an update on rebooked flights. I tried yo be pro-active in phoning CX to try and arrange a flight ASAP as, although we had built in a 24hour buffer in Tokyo to catch the cruise, I wanted to try and minimize the risk. CX told me there were no available flights that would get us there on time but that we should check with staff at YYZ as they would have have access to other flights. Long story short, we could not find a single CX staff member landside at YYZ. Around 1030 we received an eMail with our new flight details, we would be flying on our original aircraft, departing at 2230. The arrival into HND would be 30 minutes before the cruise departed, wasn't going to work. We worked with the cruise company to try to arrange for us to join at the first port of call. Eventually we were told this couldn't be done.

I cancelled our remaining flights through the travel agent and headed home. Our TA started the refund process 2 weeks ago, but so far Cathay have not shown any intent to refund, or deny the claim. Does anyone have any insight into how long reimbursement claims take, the TA suspects the delay may due to the first leg having been flown.
