That's an interesting issue/problem, one that must be difficult for an airline to manage. I would assume that they use some sort of demand forecasting software/algorithm to predict the quantities of each item to load. But short of loading as many of each item as there are J passengers, which I certainly don't expect them to do, they're bound to run out of things. I don't see it as a war crime.
