For sure. Departing from 31 you'll pass over the Bronx and northern Manhattan with a nice view to the left, and from 4 you might turn left and get a similar view. From 13 you may or may not get much view at all. Theoretically you'd have a good view to the right if you depart from 22, but in all my years of flying out of LGA that has happened exactly once (which I still remember because it was so unusual: a Northwest DC-9 heading to MSP on a hot summer day, with the wind such that we could only get off the ground in that direction, but had to wait a long time for clearance!).
