This (and other instances of the same wording) is *not* an outline of a general Marriott policy. It is one specific hotel's offering, where you can, in advance, book guaranteed early check-in for an additional fee.
It has nothing to do with what other hotels are/should be offering, and is also not a guarantee of any sort (paid or unpaid) if you simply show up without booking this specific offer for an additional fee in advance.

Most subscribers are not very happy about paying a fee for early check-in. What upset one subscriber with a noon check-in arriving early. The room was available. The hotel wanted to charge a fee for checking-in two hours earlier.
Reddit subscribers indicated it is not Marriott policy. It also depends on if the hotel is corporate or a franchise. Calling Marriott is no help they will back the hotel.
One subscription said he has never been able to use Your 24.
I used Your 24 once in Turkey. The hotel had no idea what Your 24 was. I emailed the hotel the information on Your 24. The hotel complied with my request.
Reddit subscribers reported that most hotels waived the fees for Elite members.
