You are misunderstanding what you found through Google.
The wording that you quoted in the first post of this thread appears, for example, on this page:

This (and other instances of the same wording) is *not* an outline of a general Marriott policy. It is one specific hotel's offering, where you can, in advance, book guaranteed early check-in for an additional fee.
It has nothing to do with what other hotels are/should be offering, and is also not a guarantee of any sort (paid or unpaid) if you simply show up without booking this specific offer for an additional fee in advance.
