my own DP is i refunded something after the SUB deadline and would have dipped below the spend requirement. i did put spend after the deadline, so im over the spend requirement at the point of the refund. SUB was not clawed back
from what i have seen online, it could also be a bit risky if it seems like you purchased and refunded just to fulfil the SUB. for example, you made a large purchase and quickly refunded and didnt have follow up spend. $250 should be fine, though ymmv. there is always risk
