Yes and no. It depends on ones income. It won't affect me because I spend lots of money traveling like I am right now, but not everyone who lives in Mexico can afford the increase on top of all the other increases. Most people will pay it though because they have no choice if they wish to go. And seniors (citizens and residents) I believe still get in free with a INAPAM card. But the average Mexican only makes $500-$1000 per month, including security and police officers.

I've stayed in Airbnbs and guesthouses all around the city and many of them can barely keep enough money to refill gas cylinders. They may have a colonial home, but it was paid off decades ago by their deceased relatives and all they need to do is pay taxes, water, electric and gas to live there. That's why so many of them are in much needed repair.

But visitors and tourists can afford all the increases. Maybe not foreign residents on a fixed income that are not seniors.
