Duty Free means no tax has been applied at the point of purchase. Everything has to be declared on entry to the U.S. If these are the only items declared, you should fall under the personal exemption. If the bottles are in a tamper evident bag, you may be able to take them as carry on. If they are not in a tamper evident bag, they must be checked.
