As per above, the T&Cs state two seats on every flight outside the blackout dates.

Sounds like someone has already booked on one or both of your dates, as that is literally the only reason for you to be declined.

They only do two seats - the flight could go out empty but for the two people booked with the card and they won't open more as that is all Bank of Ireland contract for per the T&Cs. It's very different to Avios reward availability which can fluctuate depending on demand.
