I don't see this a lot different to BA letting you buy Avios (and I imagine a lot of other airlines, BA was just first that came to mind) and sometimes they have points purchasing promotions where the points are cheaper to buy than normal.
The difference is other airlines do release reward seats to partner airlines whereas NZ virtually don't. That's probably why NZ only make partner reward portal available to New Zealand residents. They don't want a global audience otherwise they would be getting a huge bill from partners each time and have nothing to bill them for.
