I doubt that Air NZ would let everyone join airpoints, use any credit card to buy airpoints, then give them the ability to buy redemptions on other carriers at at cheaper price than their own fares on a regular basis. For a start it would make partner redemptions almost impossible to get as competition would be so vast.
I don't see this a lot different to BA letting you buy Avios (and I imagine a lot of other airlines, BA was just first that came to mind) and sometimes they have points purchasing promotions where the points are cheaper to buy than normal.
