Not exactly sure what you are asking.
My own experience (mostly in Europe and Middle East) is that all hotels simply let me check in early (after, say, 8am of so; I have never just rolled in at 3am) if they have a room available. And if no room is available, they let me use the lounge for free. I have never been told (at Bonvoy properties) that I can only check in (or use the lounge) for a surcharge.
As to offering a paid option to guarantee early check-in: This is something that I would sometimes be willing to pay for, so (although it’s currently not relevant for me at Bonvoy hotels because I can request the Ambassador Your24 benefit in advance) I’m in favour of such options.
The only counter-argument would be if this degrades the possibility of free early check-ins based on availability because hotels strictly move to “early check-in comes at a price” policies. But as long as it’s only to *guarantee* 10am availability, I think it’s good.
