Haven't personally been in EWR for a long time, but on local radio I'm hearing the government shutdown is having a big effect on it, including a shortage of TSA staff, which might make arriving 1 hour ahead of the flight insufficient time to clear security.

It is possible to do EWR-SYR via train, but that's 6 to 8 hours - but no TSA! Personally, all things considered, I'd drive.
