IME, what happens at Indian airports is that the transfer desk gets in touch with the airline check-in staff, who handles the checking-in of the pax. There is not normally specific airline staff at the transfer desk (except perhaps for Air india or other major Indian airlines?). So, you have to wait until the normal check-in opening time for the airline concerned before you can get your BP.
I would evaluate the likelihood of specific KL staff being present at the transfer desk at approximately 0.01%, being generous ?
