I assume so, as that flight did in fact arrive 3:54 late. (Source: Flightaware. Too long ago to access status via EF.) If it were the return flight, UK261 regulations would be in play, but not so easy from the US. Anyway, based on their response, I'd reply back again asking why they were referring to Canadian regs on a UK flight, and point out again it was NOT weather, according to their own logs. They should throw something your way.
I was on the AA86 flight that departed around 930 that evening. I understand EC261 not in play as it was a non EU carrier to LHR.

If your comments are related to American Airlines service to, from, or in the United Kingdom and we have reached an impasse in terms of resolving your complaint, please know that we are obligated by the Civil Aviation Authority (CAA) to inform you that you may contact a CAA-approved Alternative Dispute Resolution (ADR) provider competent to deal with airline service complaints. American Airlines, however, does not participate with an ADR in resolving disputes.
Different and inconsistent information from AA ... deal with Canadian authorities or with a CAA approved ADR. And what is the purpose of referring me to ADR and then stating AA does not participate?
