That's a reasonable conclusion. But the key point is the reasons for rejection are based on terms and conditions established and defined by Hilton. It's up to you to understand and satisfy these terms.

There's a thread somewhere devoted to these successes (and failures).
The whole thing is essentially a marketing gimmick, but also a way for Hilton to identify hotels leaking preferential rates.
If you want to put the time and effort into gaining an occasional small saving, then fine - but to give yourself a fighting chance you really must understand that consideration of those T&C will be applied rigorously, mercilessly, when your claim is considered!
For me the game lost any element of interest some time ago.
