I may be wrong but my sense is that the universe of people who can regularly maintain 2400+ but who are not D+ is not that large. Suspect there are quite a few like me that may qualify on an alternating year basis with roll over (thanks to QRC for pointing that out).
It seems a bit weird to me to have what I guess will be a significant cohort dropping in and out of the tier like that but I guess we'll have to get used to it. IMHO 2400 is set a bit too high but presumably CX has run the numbers and know what they are doing.
