$20 Travel Credit Offered to Change Flight

My son had a Non Stop from DEN>BUF on 10/9 and because I booked it, I got the following offer in an email:

Flexible plans? We're seeking volunteers willing to change from Southwest flight #365. For a limited time, we'll waive any fare difference and issue $20 in travel credit per Passenger in the form of a Southwest LUV Voucher(s).®

Benefits from your original reservation (as applicable) that will transfer to your new flight, subject to availability, include:
  • Fare benefits
  • Credit card benefits
  • Tier status
Upgraded Boarding, EarlyBird Check-In®, and/or seat upgrade purchases will be forfeited and will not be refunded if you voluntarily change your flight.

Other than someone needing to change the day/time of their flight, I am not sure how attractive a $20 Travel Voucher would be for most. In all the years I have traveled on WN, I have never received one of these emails. Previously, I know WN never overbooked flights. Are they now or what would lead to this offer?
