I once had a vendor that I needed in India who was not only from Pakistani origin, but who's father was actually formerly in the Pakistani army. It took multiple back and forths with the Indian embassy in Canada before he finally was granted a visa. However, this was a decade ago so the process may not exist anymore with the heightened tensions between the two countries.
