I was watching a video on Youtube where the cardholder would call the number on the back of their card and simply tell the rep, "I would like to use my $300 annual TRAVEL CREDIT for any eligible charges....."
The rep would pull up all the eligible travel charges and apply the credit, to Ubers, parking, whatever....

On the statement, it does show up as a TRAVEL CREDIT, not a flight or airline incidental credit.

I've had the card for many years and know what are considered eligible charges and seat upgrades have always qualified, but has anyone just called the number on the back of the card and just said: "I would like to use my $300 annual TRAVEL CREDIT for any eligible charges....." ?

What happened?
It seems you have found a YouTuber who successfully engaged in credit card fraud, or got an agent who was mistaken.
The credit is not applicable to anything that is coded as travel, but rather specific kinds of charges. There are many experiences in this thread of people who have taken advantage of the manual nature of the credit to abuse the system over the years.
